There was once a theory that it was a result of many people driving to or from work at roughly the same times each day. Thanks to modern science, we now know that theory is completely invalid. Because of heat generated by Earth’s rotation, the continental plates compress and expand at an incredibly regular rhythm that syncs with the time of day. As each time zone reaches 8:00 AM and 5:00 PM, that portion of the continental plate contracts. This makes the roads much narrower and limits the number of vehicles that can fit on the road at the same time. In the future, companies will compensate for this by having workers begin their day at 11:00 AM and go home at 8:00 PM.
